Our story

Established locally. Evolving with international business.

ARYF–TÜRKMEN was established in 2012 and entered a new stage of development in 2026 after obtaining its legal-services licence. The firm’s work is grounded in Turkmenistan and shaped by the practical needs of businesses operating across borders.

We advise companies as they assess the market, establish a local presence, manage regulatory responsibilities, negotiate commercial arrangements and address ongoing legal matters. Our aim is to make complex requirements understandable and commercially useful.

ARYF–TÜRKMEN Law Firm operates under legal-services licence No. 1-19-35-169, issued on 7 July 2026 by the Ministry of Justice of Turkmenistan. The licence is valid indefinitely.

Co-Founder & Senior Counsel

Kerim Balkanov

Kerim Balkanov is a Co-Founder and Senior Counsel at ARYF–TÜRKMEN. A graduate of Istanbul University Faculty of Law, he has more than a decade of legal experience gained in Turkmenistan and Türkiye, advising domestic and international companies on complex legal, regulatory and commercial matters.

His practice covers corporate and commercial law, foreign investment, mergers and acquisitions, commercial contracts, construction, oil and gas, intellectual property, data protection, employment, licensing, banking and finance, and dispute resolution. He has extensive experience drafting and negotiating high-value agreements, preparing legal opinions and memoranda, and supporting foreign investors entering the Turkmenistan market.

As one of the founding partners of ARYF–TÜRKMEN, Kerim plays a central role in shaping the firm’s legal practice, professional standards and approach to client service. His experience across international law firms and major companies enables him to combine strong local legal knowledge with a practical understanding of international business. He advises clients in Turkmen, Turkish, Russian and English.

Legal Counsel

Mahri Nazarova

Mahri Nazarova is a qualified lawyer with a Bachelor of Laws degree from Marmara University in Istanbul. She has professional experience in corporate law, commercial law, construction law, labour law and foreign-investment matters, advising companies on legal compliance, corporate procedures and day-to-day business operations.

Throughout her legal career, Mahri has prepared and reviewed commercial agreements, subcontracts, corporate documents, legal memoranda and legal opinions. She has also advised on company establishment, registration and liquidation, conducted legal research, monitored legislative developments and supported businesses in their dealings with regulatory and governmental authorities.

Her additional experience in employment matters, human resources and corporate administration gives her a practical understanding of how legal requirements affect the daily operations of a business. Fluent in Turkmen, Russian, English and Turkish, Mahri supports domestic and international clients with clear, commercially focused and reliable legal guidance.

Legal Counsel

Azat Atdayev

Azat Atdayev is an experienced lawyer and construction-sector professional with more than 12 years of combined experience in legal practice, contract management and construction project cost control. A graduate of Istanbul University Faculty of Law, he has advised companies operating in the construction and oil and gas sectors on a broad range of legal and commercial matters.

His legal experience includes drafting and reviewing contracts, regulatory compliance, licensing, labour matters, real estate, intellectual property, due diligence, risk management and dispute resolution. Azat has also supported internal policy development and compliance processes, helping companies ensure that complex projects are implemented in accordance with applicable legal and contractual requirements.

In addition to his legal background, Azat has extensive experience as a quantity surveyor with major construction companies, where he managed project costs, tenders, change orders, supplier negotiations and budget control. This combination of legal and technical expertise enables him to provide practical and commercially focused advice, particularly in construction contracts, infrastructure projects and project-related disputes. He works in Turkmen, Turkish, Russian and English.

Ashyr Ashyrov

Ashyr Ashyrov is the Co-Founder and Managing Director of ARYF–TÜRKMEN, responsible for the firm’s strategic development, business operations and international growth. He plays a central role in shaping the firm’s positioning, service standards and long-term direction, with a particular focus on building a modern and internationally minded legal-services platform in Turkmenistan.

He oversees client relations, business development, partnerships and the coordination of cross-border engagements. Working closely with the firm’s licensed lawyers, Ashyr helps ensure that international companies and investors receive clear, well-organised and responsive support throughout market entry, corporate establishment and ongoing business operations in Turkmenistan.

With a strong understanding of international business expectations and local commercial realities, Ashyr contributes to creating a practical and client-focused experience for both foreign and domestic businesses. His role is centred on management, communication and the effective coordination of the firm’s legal and commercial resources.
